GREENWICH, CT (June 3, 2026) — A man already charged in connection with the alleged stalking and sexual assault of a 13-year-old girl walking to school in Greenwich has been arrested on additional charges after a court-authorized forensic examination of his cellphone allegedly uncovered child sexual abuse material and voyeuristic images, according to police.

The new charges stem from a Sept. 11, 2025, investigation by the Greenwich Police Department’s Special Victims Section after a 13-year-old female reported that she had been grabbed from behind by an unknown adult male while walking to middle school near Lockwood Road and Breezemont Avenue.

Police said the girl reported the alleged assault at approximately 8:11 a.m. Detectives immediately launched an investigation and later identified Hector Romero Vargas as a suspect.

According to police, Romero Vargas surrendered to authorities on Dec. 1, 2025, after learning an arrest warrant had been issued. He was charged with first-degree stalking, fourth-degree sexual assault, second-degree unlawful restraint, risk of injury to a child, second-degree reckless endangerment and second-degree breach of peace.

Police said a cellphone in Romero Vargas’ possession was seized at the time of his arrest.

Detectives later obtained two search warrants authorizing a forensic examination of the device.

According to police, the forensic review uncovered multiple files containing child sexual abuse material, commonly known as CSAM, along with numerous voyeuristic photographs and video recordings.

Investigators also recovered screenshots associated with what police described as a concealed video recording device that had been placed inside a bathroom stall at an establishment in Greenwich.

Based on evidence recovered during the forensic examination, authorities obtained a second arrest warrant.

Police said Romero Vargas was arrested on May 14, 2026, and charged with violating Connecticut General Statutes 53a-189a(a)(1) involving a victim younger than 16, multiple counts of voyeurism under CGS 53a-189a(a)(2), and possession of child sexual abuse material under CGS 53a-196f(a)(1).

The Greenwich Police Department urged anyone who believes they may have been a victim in the case, or who may have information relevant to the investigation, to contact the Special Victims Section at 203-622-8030.
