(July 14, 2026) — Talk of the Sound has obtained records showing federal liens filed against a New Rochelle man’s Kensington Oval property, tied to an unpaid restitution judgment from a 2012 federal misdemeanor conviction for unauthorized computer access, through a Freedom of Information Law request to the Westchester County Clerk.
The Clerk’s office denied portions of the request pertaining to court records, including judgments, tax warrants and court filings, citing the FOIL court-records exemption under Public Officers Law § 86, and directed such requests to the Clerk’s Legal Division.
The liens, filed by the U.S. Attorney’s Office for the Southern District of New York on June 25, 2013, and again on July 31, 2014, were recorded against Robert Rubicco at his address of 3 Kensington Oval. Both cite the same case, *United States v. Robert Rubicco*, 12 Cr. 0083 (MHD), and the same judgment amount, $10,265, imposed under 18 U.S.C. § 3613, the federal statute governing liens for criminal fines and restitution.
