NEW ROCHELLE, NY (September 23, 2026) — The New Rochelle Council on the Arts has elected Lee Hogans and Lois Russo to its Board of Directors, the organization announced.
Hogans is the founder of WiLeeHo Music LLC and a New Rochelle-based trumpeter, producer, composer and educator with more than 25 years of experience. His performance credits include Prince, Jay-Z and Maceo Parker.
Hogans previously served as chief education officer at Harlem School of the Arts and director of music and education at Jazz House Kids. The Council on the Arts said he brings a focus on arts education and community engagement to his work.
Russo had a career in international public relations focused on technology-related companies before beginning a second career with the New Rochelle Parks and Recreation Department at City Hall. The organization said she enjoys music, reading, long walks and spending time with her family.
The New Rochelle City Council created the Council on the Arts in 1975 to stimulate and encourage the study and presentation of the performing and fine arts. Over more than 50 years, the organization has sponsored art exhibitions, theatrical productions, dance recitals, film screenings, lectures and concert series.
The Council on the Arts has also sponsored public art, including the NRNY Murals, and created annual events including the Summer Sounds Concert Series and ArtsFest. The organization said its work also includes building relationships among the arts, business community and city government.
