Huguenot Hills Condominium Association Ignores City Warnings, Lack of Leaders and Gutters a Public Nuisance

Twice since Talk of the Sound began to run a series of articles in August 2010 on the “Mystery” of Huguenot Hills, the City of New Rochelle has put the Huguenot Hills Condominium Association on notice regarding missing Leaders and gutters at Building A, B and C along the Southern Side of the Building at the Main Street Elevation, according to documents obtained under FOIL by Talk of the Sound.

The first letter was sent on November 15, 2010. The letter was resent on January 13, 2011. There has been no response from the Huguenot Hills Condominium Association or Bob Young, the developer of Huguenot Hills.

Paul Vacca, Deputy Commissioner of Development and the Senior Building Official for the City of New Rochelle.

It has come to the attention of this office that the leaders and gutters that were required to be installed on the building as part of the drainage system at the aforementioned location were never completed. Please be advised that the work should be completed as soon as possible as the lack of leaders and gutters along this elevation of the building is in violation of the property maintenance code and is creating a public nuisance.

Huguenot Hills Warning Letters from City of New Rochelle to Huguenot Hills Condominium Association

The illegal Certificates of Occupancy were signed by Senior Building Inspector John Caldararo whose past legal woes have been documents on Talk of the Sound. Caldararo has never explained why he signed off on a building which so blatanntly and obviously failed to meet the City’s Building Code or why the City told Westchester County the roof drainage system had been connected to the Westchester County Sewar System, a required step in getting final approvals for new construction

    I just wanted to alert people walking near this site. Please be careful the sidewalk has not been blocked off. Ice is forming on the roof and when the snow starts to melt this is going to be a problem.

    Another city mistake and sweeping this under the rug.

  2. If this was a bar
    If this building were a bar or restaurant they would be closed down already. Where is the police comm and his nuisance law. If you don’t shovel your walk ticket,put garbage out on wrong day ticket. Where is this buildings ticket.

      The problem there is ????
      The builder got his C of O from the building department.
      That means nobody did a full final inspection .
      What about thre architect that signed off?

      How about this ! find out who the insurance company is and notify them!!!!!!

      If sombody gets hurt , and there is a regesterd complaint ,they are going to want to know about this…….
      There is such a thing about liability in negligence . It can result in a procedure called peircing the corporate veil.. Check it out!!!!!

      This let’s the court to go after the owners personally if there is proof of intent.
