City of New Rochelle Releases Plans to Deal with Parking & Traffic Issues at Holy Family-Webster

Talk of the Sound has obtained a copy of the details of the City of New Rochelle plan to address traffic and parking issues related to the emergency relocation of Webster School to the Holy Family School on Mount Joy Place.

Robo-calls will be going out later today and again on Tuesday from both the School District and the City. A joint press release will be issued later today.

 STAFF PARKING: The School District requires between 60 to 70 parking spaces for staff. Obviously, this area cannot accommodate that demand. As a result, two actions will be taken. 33 existing parking spaces on the south side of Mayflower Avenue from Clove Road to Webster Avenue will be converted to school staff parking between the hours of 7:00 and 4:00 PM Monday through Friday. The School District will be encouraging staff members to car pool and these spaces will be distributed by the School District on a priority basis for those who car pool. (A permit/placard will be distributed and will be required in the windshield to park in these spaces).  The School District will be operating a shuttle from Webster School to Holy Family for the overflow staff members who do not receive a permit for the Mayflower spots. The Church cannot make their parking lot available as they use it for other events – daily mass, funerals etc.

BUS DROP OFF ZONE: A bus drop off zone will be established on Mayflower Avenue in front of the church on the church side of the street. In order to accomplish this three existing spaces on the opposite side of the street will be restricted from 8:00 to 9:00 AM and from 2:30 to 3:30 PM. This is required to ensure safe traffic flow during the drop off and pick up times.

PARENT DROP OFF AND PICK UP: There will be two separate drop off and pick up areas for parents. Younger students (K-2) will be dropped off and picked up on Clove Road between Mayflower Avenue and the end of the School Playground/Parking area. This will require the restriction of three existing spaces on Clove Road between 8:00 and 9:00 AM and 2:30 and 3:30 PM. Older students (3-5) will be dropped off and picked up on Mt. Joy Place near the entrance of the School. This will require the restriction of parking at ten existing spaces between 8:00 AM and 9:00 AM and 2:30 and 3:30 PM.

 Note:  The Police Commissioner has the authority to implement these parking changes for a 30 day period. As a result, these regulations will go into effect on Wednesday, September 9th and will be followed with presentation to City Council for formal approval at their September meetings. The restrictions will be temporary while the school is operating out of Holy Family.

POLICE PRESENCE:  Currently, the City and the School District share the cost of an off duty officer to assist with traffic flow at Webster School in the mornings. While at Holy Family, two off duty officers will be present in the area to ensure safety and traffic flow. The School District will cover the additional cost for these two officers. Additionally, the Traffic Sergeant will be on scene for the first few weeks to monitor and recommend any changes that may be required.

COMMUNICATION:  As stated above, there will be a series of robo-calls from both the District and the City (one today and one Tuesday). The City will have information on our website with a link to the School District website which will have detailed information. We will put an announcement on our government access channel as well. A joint press release will be distributed later today. A community meeting will be held next Tuesday at 7 p.m. at City Hall in the City Counci Chambers A summary sheet of the parking changes as well as a map depicting those changes available for people who attend the meeting.

NOVEMBER ELECTIONS: Webster School is a polling place. Due to the damage there, several election districts will have to vote elsewhere this year.
