Larchmont Police Arrest Two in $25,000 Elder Fraud Scheme

LARCHMONT, NY (April 13, 2023) — Larchmont Police arrested two men Monday in connection with a phone scam targeting a 75-year-old resident for $25,000. The arrests followed a neighbor’s tip about a fraudulent caller posing as a Bank of America representative.

According to police, the caller falsely claimed the victim’s cellphone was hacked and that scammers were processing a $25,000 transaction from her account. The victim was instructed to withdraw the amount in cash.

Police Intervention

Larchmont officers identified the incident as a “money mule” scam and planned an intervention. Around 8:35 p.m., police arrested Qin Lin, 37, of Staten Island, and Zhonglin Luo, 45, of Brooklyn, after they arrived at the victim’s residence to collect the cash.

Both men face charges of Grand Larceny in the Third Degree, Criminal Possession of Stolen Property in the Third Degree, and Conspiracy in the Fifth Degree. They are being held pending arraignment.

The Larchmont Police Department praised the neighbor’s alertness and the victim’s cooperation. Residents are reminded that legitimate financial institutions will never ask for cash withdrawals to be handed over at home.
