NEW ROCHELLE, NY (April 28, 2024) — Governor Kathy Hochul has announced the completion of the $31.8 million North Avenue Bridge project over the New England Thruway (I-95) in New Rochelle. The Thruway Authority project replaced a 65-year-old bridge with a modern span, enhancing safety and traffic flow along a route used by approximately 20,000 motorists daily.
The bridge’s vertical clearance was increased by more than two feet, reducing collision risks from over-height vehicles. Additional improvements include adjacent streets and a city pocket park. The two lanes in each direction fully opened to traffic, marking the first time since January 2023 when the project began, and the work was conducted in stages to maintain city access.

Community and Government Support
Governor Hochul emphasized the importance of infrastructure in supporting New Rochelle’s growth. “New York is upgrading our aging infrastructure like never before,” she said, highlighting the bridge as a critical connection for the city. State Senator Nathalia Fernandez and Assemblymembers Amy Paulin and Steve Otis echoed these sentiments, acknowledging the bridge’s role in improved traffic flow and safer travel.
Frank G. Hoare, Executive Director of the New York State Thruway Authority, noted the project’s complexity and collaboration with local officials, while Westchester County Executive Ken Jenkins celebrated the enhancements to connectivity and safety.
The project included several improvements such as a left turn lane from southbound North Avenue onto Garden Street, converting Burling Lane to a one-way street, new sidewalks, and decorative elements on the bridge. Mayor Yadira Ramos-Herbert praised the project as a significant step for New Rochelle’s infrastructure.
