NEW ROCHELLE, NY (May 23, 2026) — The City of New Rochelle has announced a substantial expansion of its Down Payment Assistance Program (DPAP), extending eligibility criteria to include current workers, business owners, and former residents of the city.
Previously restricted to current residents with at least 12 months of permanent residency, the program now allows participation by those with full-time employment in New Rochelle for a minimum of two years, as well as business owners based in the city. Additionally, former residents who lived in New Rochelle for at least two years, with verifiable proof of residence, are now eligible.
The DPAP offers up to 19% of a home’s purchase price to eligible first-time buyers within New Rochelle, aimed at reducing barriers to homeownership. Mayor Yadira Ramos-Herbert emphasized the importance of accessible homeownership, stating, “By investing in homeownership, we are investing in stronger families, stronger neighborhoods, and a stronger city.”
Council Member Shane Osinloye expressed support for the expansion, highlighting its role in enabling former residents to return and pursue homeownership. Commissioner of Development Adam Salgado noted that the expansion strengthens the workforce and supports local businesses.
The city will host informational sessions for prospective applicants on June 1 and June 4 at New Rochelle City Hall.
