NEW ROCHELLE, NY (June 25, 2026) — New York State Police troopers assigned to the New Rochelle Thruway barracks made at least a dozen DWI arrests and responded to more than a dozen crashes over the past week on Interstate 95 and Interstate 287 through New Rochelle, Rye, Mamaroneck, Port Chester, Larchmont and Pelham Manor, according to NYSP public information reports covering June 18 through June 24.
The City of Rye saw the most state police activity of any sound shore municipality, with at least four DWI arrests and several crashes logged over the seven-day period, including a personal-injury collision on June 19 that left three people hurt and a three-vehicle hit-and-run on June 24.
Troopers arrested Richard Beltran, 27, of Stamford, Connecticut, on a DWI charge in Rye on June 18. Two days later, Terron Coard, 34, of Bridgeport, Connecticut, was arrested on a DWI charge in Rye and released on his own recognizance. On June 21, troopers arrested Israel Leon-Rivera, 33, of Hartford, Connecticut, on DWI and aggravated DWI charges in Rye after he was found to have a blood alcohol content of .08 percent or higher.
Mamaroneck was the second-busiest location for state police calls. On June 18, troopers arrested Yennifer Arellano Contreras, 26, of Norwood, Connecticut, on aggravated DWI charges after her blood alcohol content tested above .18 percent. On June 23, Richard Chidera Ochei, 27, of Hackensack, New Jersey, was arrested on a controlled substance charge. The following day, Marco Vinicio Defaz Achi, 56, of Elmhurst, was arrested on DWI charges in the village.
In Port Chester, troopers arrested Isaac D. Ruiz, 26, of Armonk, on DWI and aggravated unlicensed operation charges on June 20. Three days later, Juan P. Castro, 34, of Greenwich, Connecticut, was arrested on DWI and felony aggravated unlicensed operation charges.
In New Rochelle, troopers arrested Tani Dominique Callabrass, 34, of West Haven, Connecticut, on DWI charges on June 19 and released her on her own recognizance. Two hit-and-run crashes were also reported in the city on June 24, both still under investigation.
Pelham Manor and Larchmont each saw lighter but notable activity. A personal-injury crash was reported in Pelham Manor on June 24, and a disabled-vehicle call was logged there the day before. Larchmont recorded a property-damage crash and a disabled-vehicle call during the week. The village of Pelham did not appear in any state police reports reviewed for this period.
All of the incidents above were drawn from daily public information reports filed by the New York State Police Troop T Public Information Office, which covers the New York State Thruway corridor.
Defendants named in this report have been charged but not convicted. All are presumed innocent until proven guilty in a court of law.
