WHITE PLAINS, NY (September 29, 2026) — Two Westchester County Department of Correction officers have been arrested on charges of official misconduct related to their activities at the Westchester County Jail in Valhalla. District Attorney Susan Cacace announced the arrests of Diamond Davis, 33, of Yonkers, and Kimesha Foster, 47, of Mount Vernon by the Criminal Investigators Squad.

The officers were issued Desk Appearance Tickets and are scheduled for arraignment in Mount Pleasant Justice Court on Thursday.

Allegations and Responses

DA Cacace stated, “The accused correction officers allegedly violated their oath and obligation to maintain the safety and security of incarcerated individuals, employees, civilians, and their fellow correction officers.”

Westchester County Executive Ken Jenkins emphasized the professionalism of most officers, stating, “The conduct alleged against these two employees represents a serious breach of the trust placed in them as correction professionals.”

Joseph Spano, Commissioner of Correction, acknowledged the arrests and stressed that the allegations do not reflect the dedication of the majority of the workforce.

Investigation and Legal Proceedings

The ongoing investigation is being conducted by the Westchester County DA’s Office Criminal Investigators Squad, with assistance from the Department of Correction’s Special Investigations Unit and Major Case Squad. The Public and Law Enforcement Integrity Bureau of the Investigations Division is prosecuting the case.

Both officers have been placed on administrative leave. The charges are merely accusations, and the defendants are presumed innocent until proven guilty.
