LARCHMONT, NY (October 18, 2026) — Larchmont residents will have their first regularly scheduled Village Board public-comment opportunity since officials issued an October 1 statement explaining why construction was halted on the Flint Park Fields A and B renovation project.
The Village Board of Trustees will hold its regular meeting Monday, October 19, at 7:30 p.m. in the Village Hall courtroom, 120 Larchmont Avenue. The published agenda includes a public-comment period, although the Flint Park project is not listed as a scheduled item of business.
Construction on the athletic field renovation was halted August 19 after workers encountered buried material believed to include municipal solid waste during installation of a stormwater drainage structure.
The New York State Department of Environmental Conservation inspected the property that day and issued a formal Notice of Violation on August 20, citing two provisions of state solid-waste regulations.
DEC inspectors reported that excavated materials appeared to include ash residue, construction and demolition debris, and municipal solid waste. The agency also identified the possible disturbance of a historic landfill cover system and stated that it had not issued approval for a change in the closed landfill’s end use.
In an October 1 public statement titled “Village of Larchmont Provides Update on Flint Park Fields Rehabilitation,” the Village characterized the discovery as unexpected and said municipal solid waste had been encountered in one localized area during construction.
The Village said the affected construction site was fenced and locked, the soils in question had been covered to minimize exposure, and the project would remain suspended while officials worked with DEC to determine how to proceed.
“The issues have been contained,” the Village stated, adding that the remainder of Flint Park remained safe for residents and visitors.
DEC confirmed Friday, October 16, that the renovation remained paused and that the agency had directed the Village to determine the extent of buried landfill materials, secure the site and implement measures to control dust and leachate.
The agency said it would pursue enforcement action as necessary to protect public health and the environment.
Monday’s regular meeting will be the first scheduled opportunity for residents to address the full Village Board during public comment following the October 1 announcement.
The published agenda includes reports from Mayor Brigid Brennan, Village Administrator Aylone Katzin, the Village Attorney and other department heads. Other scheduled business includes proposed street-opening regulations, equipment purchases and appointments.
Flint Park is not specifically listed for discussion, and the Village has not announced whether officials intend to provide a further update on the suspended project.
The Board will also hold a work session Monday at 5:30 p.m. in the second-floor conference room at Village Hall. The work session agenda includes an executive session concerning collective bargaining, litigation and personnel-related matters, followed by discussion of parking regulations.
Although work sessions are open to the public, the Village states that public comment is not typically permitted during those proceedings. Residents wishing to submit questions or comments about work session agenda items are instructed to email the Village Clerk by noon Monday.
Residents who cannot attend the evening meeting may also email questions about Flint Park to villageclerk@larchmontny.gov and request that they be distributed to the mayor and trustees.
The Village’s published meeting materials do not establish whether emailed questions concerning subjects outside the agenda will be read aloud, answered during the meeting or incorporated into the official minutes. Residents submitting written questions may wish to request that their correspondence be included in the meeting record.
For residents attending in person, the 7:30 p.m. regular meeting includes a public-comment period during which Flint Park questions may be raised, even though the subject is not listed on the agenda.
Both meetings are open to the public. The Village states that Board meetings are recorded and broadcast by LMC-TV on Cablevision Channel 76 and Verizon Channel 35.
The meetings will take place at Village Hall, 120 Larchmont Avenue, with the work session beginning at 5:30 p.m. and the regular meeting beginning at 7:30 p.m.
Residents seeking answers about the interrupted renovation, the environmental conditions encountered during construction, DEC’s regulatory findings and the future of Fields A and B will have an opportunity to raise those concerns with Village officials Monday evening.
Whether the Village provides additional information about the project remains to be seen.
