Mayor Bramson opens the meeting with a review of Amendments to the City Manager’s Proposed Budget
Package of Additional Expenditures and Savings/Enhanced Deferrals
Additional Expenditures
Add $27,000 to fund community celebrations — 4th of July, Memorial Day Parade.
Add $27,000 to Hudson Park Beach account — keep beaches open on Monday and Tuesday over the summer.
Add $20,000 for Day Labor Site — keep day labor site open.
$74,000 in new spending.
Savings/Enhanced Deferral
$700,000 – Financing of Tax Certioris
$400,000 – Parking at New Roc, raise hourly rate form 75 cents to $1.00 at New Roc City garage (Parking Board met today, do not object, with caveat that the cost )
$25,000 Marina Pilot Payment
Total is $1,125,000 less spending
Net is $1,051,000
Those funds will be allocated as follows:
$550,000 unappropriated fund balance, raises it to just over $3mm
$501,000 reduction in tax levy, taxes tax increase down to 1.09%, change from proposed 3.9% increase to 2.81% increase.

Lou Trangucci — asked for clarification of fund balance, will be $2.6mm to start year plus 500K gets City to $3.1mm. Appropriating $3mm from Avalon money $1.5mm from 2010 and $1.5mm from 2011
Lou Trangucci — asked about fire hydrant fees and SAFER grant and what will happen to the firefighters who are only funded for 6 months.
Noam Bramson — asks whether Council should show their assent to the package of amendments.
Howard Rattner says he has 3 minor amendments to be included in the package of amendments.
1. Reduction in BID levy. $436,000 actually is $415,000 so reduction of $22,000.
2. Invest in Kids Grants $50,000 per year for 3 years, County now reducing the grant by $3,500
3. Error in Capital Improvement budget — PEG payments from Verizon and Cablevision was thought to be $200,000 but the actual number is $80,000 so a reduction of $120,000

Barry Fertel — says St. Paul has sent a message that he will be at meeting by 7 PM and asks to hold vote on budget until then.

Lou Trangucci — asks about departments spending money with outside contractors

Trangucci – Yes, worried that half the Avalon money is now used up.
Tarantino – Yes,
Stowe – Yes, Council worked well together
St. Paul – Yes, concerned with selling our future to pay for today, Avalon money.
Fertel – Yes, worried about national economy.
Sussman – Yes, does not like budget but does lower taxes (no idea why she said that since rate is going up) and maintains essential services.
Bramson – Mayor prepares Council for a long speech, too much to write here with my iPhone. Tonight anti-climactic since City has had 2 years of austerity. Notes vote on amendment and budget were bi-partisan and unanimous. Mayor votes yes.

Too bad we don’t have a tax cap!
CPI numbers out this morning have the annual rate of inflation at 1.1% so our taxes are going up at 2.5 times the rate of inflation. What’s wrong w/these idiots? Why don’t they make the painful descisions? Looks like we’ve all been hoodwinked again! Thanks!
And why are we borrowing $550k to build up the fund balance? Talk about waste and not living within ours means, this is just a sad joke on us all. We can and should be able to do better, but not with this crew running the ship. This a tax, spend and borrow admininstration that we’d all be better off without.
I cannont wait until Mr. Cuomo gets the tax cap passed in Ablany. It’s about time someone brings some fiscal sanity into our lives.
