NEW YORK, NY — The Record of Decision (ROD) for the Davids Island Site (NYSDEC Site #: E360077) (New Rochelle, Westchester County) has been issued by the New York State Department of Environmental Conservation (NYSDEC). The ROD describes the remedy selected to address contamination associated with a portion of the site.
The Island was owned by the US Department of Defense until 1967. Contaminants of concern addressed by the selected remedy include metals, pesticides, and polycyclic aromatic hydrocarbons (PAHs) – substances that can be created from the incomplete burning of coal and oil.
Previous cleanup measures included removal of soil contaminated with polychlorinated biphenyls (PCBs) and underground petroleum storage tanks.
Major elements of the selected remedy include:
About 17,500 cubic yards of contaminated soil will be excavated and consolidated beneath a two foot soil cover.
A barrier wall will be constructed on the southern end of the Island.
Sediment will be removed from shoreline areas and consolidated under the site cover.
Site cover consisting of structures or a soil cover as appropriate will be installed to allow for passive recreational use.
A Site Management Plan for monitoring the continuing effectiveness of the remedy.
The cost to implement the remedy is estimated to be $20.5 million in today’s dollars.
