Flowers Park RFP Dead

Written By: Robert Cox

NEW ROCHELLE, NY (November 13, 2025) — City Manager Will Melendez has pulled the Flowers Park RFP.

Will Melendez: “I informed council early this morning on my intentions. Posting a statement now.” (So RFP was pulled for hours before Matt Stern statement saying it should be pulled 😂)

Statement on Flowers (City) Park RFP

The City of New Rochelle remains committed to transparency, responsiveness, and collaboration with our residents. Our intention has always been to enhance Flowers Park and give back to the community by creating a space that inspires connection, recreation, and pride for generations to come.

In keeping with these values, the City is withdrawing the Request for Proposals (RFP) for potential improvements to Flowers Park. This decision reflects our commitment to listening to the community and responding thoughtfully to residents’ feedback.

While the initial RFP process did not yield the results we had hoped for, we remain attentive to the park’s long-term needs. The City continues to explore opportunities to strengthen Flowers Park’s facilities — from enhancing athletic fields and expanding programming to addressing sustainability and resiliency challenges — ensuring it remains a vibrant and accessible space for everyone.

We are deeply grateful to all residents who have shared their feedback throughout this process. Community voices are the foundation of New Rochelle’s progress, and we look forward to continuing all dialogue in a transparent and collaborative way.

Wilfredo Melendez, P.E.
City Manager
City of New Rochelle
