Last Gasp of the Old Guard on New Rochelle Board of Education as Reform-Minded VP Removed from Office

As predicted, Jeffrey Hastie was removed as Vice President of the New Rochelle Board of Education in what can aptly described as the last gasp of the board’s Old Guard in their long-standing effort to stomp out reform in New Rochelle.

Mary Jane Reddington (6 five-year terms) nominated Deidre Polow (5 five-year terms) for Vice President with the support of David Lacher (5 five-year terms). Going along with the Old Guard was newcomer Rachel Relkin who has been taken under the wing of Polow and Lacher and current Board President Chrisanne Petrone.

Naomi Brickell nominated Jeffrey Hastie.

Valerie Orellana and Lianne Merchant were not present.

The vote was 5-2 with Lacher, Polow, Reddington, Petrone, Relkin voting for Polow and Hastie and Brickell voting for Hastie.

Why MainStreet Connect Is A Threat to Democracy — and Dangerous for New Rochelle

UGH!!! I can’t take it anymore. I have to say something. This pablum and drivel coming out of the Daily New Rochelle is driving me crazy.

As they came into New Rochelle, on the heels of Patch, yet another interloper pretending to know something about New Rochelle, I bit my tongue. I have tried to be friendly to both their original reporter and his replacement, Justin Stock. The final straw was Justin’s “reporting” on a GreeNR presentation by New Rochelle Sustainability Coordinator Deborah Newborn at a League of Women Voters event at the New Rochelle Public Library. I will address that meeting at a later date.

Citizens — Do the Right Things and Do Them for the Right Reasons

“I have found the enemy and he is us.” Pogo is right; but to be fair, there are degrees of fault as their are degrees of sin. My purpose today is not to indict, but to state that things do not remotely work in New Rochelle because we act or do not act in ways that encourage and support these outcomes.

I don’t see any real value, except to ventilate anger and frustration, to do little but excoriate office holders for acting the same as most office holders have learned to do over the past half century or so. Noam Bramson is mayor of New Rochelle, yet by the authority explicit in the New Rochelle Charter/Code, he as assumed power and responsibility that is not explicit in the Charter and has taken the lead set by his predecessor and to a degree, those who came before the predecessor. There is no value in labeling him as sinner, or for that matter, even saint. He is acting well outside of role; he has assumed power not granted to him, and you must conclude that the City Council has tacitly permitted this to occur and his community support base, has done this as well through apathy, ignorance, or tacit support.

All Circuses Have Clowns

The School Board continues to grope and fumble around some fundamental questions on Employment criteria, union & management relations, and community transparency. However they do seem to be actively engaged and, hopefully, that will lead to growing insight, skill, and application that will benefit the citizen in the not too far distant future.

They might start affirmatively with dismissing the Superntendent. This is long overdue and surely there must be some sense of the need for this on the part of some school board members who are most likely those elected most recently. Were this done, a dark cloud would begin heading southeast and arrive somewhere in Suffolk County; a more amenable location for this controlling, unaware and stultifying force who has damaged our district and actually our non-eductional growth and development prospects and possibly done so mortally.

Albert Leonard Middle School Flagged by New York State Education Department Due to Low ELA Test Scores

Albert Leonard was cited based on low scores in the Middle Level English Language Arts exam.

Just months after a death threat was painted on the side of a boat owned by an employee of the local school district in New Rochelle, NY, Cox filed a stack of signed petitions from voters including a number of prominent New Rochelle residents, among them current and former elected officials, school board members, community leaders, parents fed up with declining academic results and property owners fed up with ever increasing taxes.

“I figure ‘Don’t get mad, get elected'”, said Cox about the death threat as he walked out of New Rochelle City Hall on Wednesday.

Exposés of the school district by Cox on his Talk of the Sound blog have become the bane of school officials determined to cover up problems in the district over the past several years.

BethFeldmanatBoE.jpgLast night the Board of Education discussed a modified version of a proposed resolution prepared by the New York State School Board Association which serves to express opposition to Governor Andrew Cuomo’s proposed 2% tax cap. Basically, the Board of Education is taking the position that a tax cap absent a deal to reform the cost drivers at the local level — unfunded mandates, pension contributions and collective bargaining — will wreak havoc on the school district. Board of Education President Sara Richmond states that the SBA resolution was modified to address some local concerns without explaining what she meant. She is certainly write that a tax cap alone would destroy the local school district and the local government.

New Rochelle Public School Administrators Refuse to Deal in Reality

At the New Rochelle Board of Education meeting last week, Dr. Jeffrey Korostoff presented his “Goals and Objectives” for 2010-11. Korostoff gave a full-throated defense of the New Rochelle school system that was largely predicated in dismissing the testing data from last Spring and presenting his own set of data that he felt was more “fair”. As has become a trend now, he specifically went after the movie “Waiting for Superman”, referencing data that he said showed New Rochelle schools were doing better than a charter school in Harlem that was a focus of the film documentary. The exact same argument was made by Yigal Joseph, Principal at Columbus Elementary School, at the previous BoE meeting.

New Rochelle Mentoring Program Brings Churches, School and Community Together at Remington Boys & Girls Club

The Remington Boys & Girls Club on Guion Place in New Rochelle hosted last month an unusual gathering of public school administrators and staff, church leaders and community leaders. Over 100 people came together to learn more about the New Rochelle High School Mentoring Program. The presentation inspired about 40 people to sign up as mentors.

After some brief remarks by Tina Mitchell, the Remington Club Activities Director, Quay Watkins the Executive Director of the New Rochelle Boys & Girls Club and an Invocation by Pastor Mott of the Family Christian Center, staff and administrators from New Rochelle High School addressed the group about a program developed 8 years ago to reach out to students who were falling through the cracks and support them with one-on-one intervention.

Improving the Schools

 

     When the question was posed, "What can we do to improve the schools?" I began to recall research studies, political agendas,and examples of schools that have experienced significant improvements.  Laura Pappano’s "In School Turnarounds, the Human Element is Crucial" (online 10/20/10) comments, that in reform efforts, "It is people who bring the strategies to life."  She continues, in 2001 a new principal, Anthony Smith, of an Ohio high school given the lowest rating of "academic emergency" was able to turn the school around so that it earned the highest rating, "excellent." 

     How you may wonder did he do it?  First he went "door to door in the neighborhood" asking for support.  He met with teachers and asked what worked and what was ineffective.  Then he challenged them by saying if they were not "ready" to help the students they should not return to school after lunch.  But all of the teachers returned.  Smith did not fire or remove any staff members.  He gained the support of Bell’s chief executive who promised every student with a "3.3 grade point average" a cell phone and a laptop. 

Reaction to a murder: Is New Rochelle downtown safe? by Peggy Godfrey

      The businesses in SoNo New Rochelle met on September 20 to talk about the murder of a twenty year old, Kevin Williams. on September 18 in downtown New Rochelle. Jim Killoran, Executive Director off Habitat of Humanity, as Chairman of he SoNo New Rochelle group in downtown opened the meeting by promoting New Rochelle as one of the best downtown’s in America.  He called it our Times Square, but  then pleaded for a police presence in this downtown area. He asked the people gathered to form a safety committee  to volunteer to patrol the area.  He stated if he had seen someone with a butcher knife at 2:30 p.m. in the afternoon (referring to the murder), this incident could have been prevented.  Complimenting the police force, he said the were needed in downtown.  Since there were eight police outside of 311 North Avenue, he thought it was not "unreasonable" that these police could get out of their cars and onto Main Street "all the time."  Killoran asked everyone to pray for the victim’s family and opened the discussion on this issue.  He lamented we don’t want these things happening in the area.  He opened the discussion to those present.

New Rochelle Board of Education Continues to Tolerate Overtly Racist Employees

The New Rochelle Board of Education last month approved moving Michael Freiman, the racist janitor, back to the day shift where he will once again have the opportunity to address black and latino children with vile racial and ethnic epithets. Freiman, an employee of the City School District of New Rochelle with a long history of racist behavior, has been bounced around from school to school for years. In a manner similar to the Catholic Church’s handling of pedophile priests, “problem” New Rochelle Board of Education employees like Freiman are never fired but simply shuffled around the system until the next incident.

Full Day Kaleidoscope Racial/Ethnic Composition: It Just Doesn’t Add Up…

As we continue to look at the City School District of New Rochelle Full Day Kaleidoscope, we were interested in learning its racial/ethnic composition. In “For Children Attending South End Schools, the Full Time Kaleidoscope “Windows” Still Remain Shut”, we previously reported that 50 of the 65 students invited to the District Full Day Kaleidoscope Program were from the North End Schools. Only 15 students who attend South End Schools were invited to apply. Since we reported this same disproportionate pattern of unequal representation of North End/South End in 2008, and since the City School District has done absolutely nothing to address it, we decided further examine the issue. If the numbers were not what they are, there would be no reason to shine a big bright light on the issue. We believe that the Kaleidoscope program exemplifies how students are typically tracked in the South End schools of New Rochelle.

For Children Attending South End Schools, the Full Time Kaleidoscope “Windows” Still Remain Shut

window child.jpgAlmost two years ago we reported on the number of students invited to the Full Day Kaleidoscope (gifted and talented program) by building in “South End Schools Shortchanged Again-Kaleidoscope Program.” We decided to re-visit the topic to see if the opportunities to participate in this program had improved for children attending South End schools. This year, a total of 65 students from all elementary schools were invited to the Full Day Kaleidoscope program hosted at Webster Elementary School.

The number of third grade students from each school invited to participate in the 2010-2011 Full Day Kaleidoscope is as follow:

The Importance of Educators in New Rochelle to Serve as Role Models for Children

My recent remarks to the Board of Education

Before I begin tonight with my prepared remarks on the importance of educators in New Rochelle to serve as role models for children I wanted to mention that the City of New Rochelle intends to begin televising meetings of the IDA, Planning Board and Zoning Appeals Board in the same way as the City Council – live and archived on the web.

When first raised some on the City Council expressed concern as to the cost of wiring the meeting room at Beaufort or the cost of televising each meeting. As it turned the entire annual cost turned out to be about $8,000. A small price to deliver transparency and fulfill the promise of our democracy.

I know some on this board take a perverse pride in preventing live televised coverage of Board of Education meetings (hint: Deidre Polow) but for those who reject this Anti-American and even Stalinist mentality, I would encourage you to deliver on Mr.

ODD CHOICE: Mayor Excuses IDA Audit by Comparing New Rochelle to Yonkers Where DOJ Investigates Bramson-Linked Developer

Mayor.gifDuring his radio show on Tuesday, Mayor Noam Bramson commented publicly for the first time on the findings of the Office of the State Comptroller (OSC) Audit of the New Rochelle Industrial Development Agency, first reported by Talk of the Sound.

The Mayor said the OSC issues audits like this for IDA’s all the time. He said they are often quite similar in their content and cited a “recent or contemporaneous” audit of the Yonkers IDA that had many of the same conclusions.

A check of the OSC web site shows there is no such recent audit of the Yonkers IDA.

The most recent audit of the Yonkers IDA was made public on February 23, 2009.

SCHOOL BUDGET VOTE TODAY: Voters Go to the Polls in New Rochelle 7 AM to 9 PM

Today is election day for the three candidates running for two school board seats. By default, the winners should be challengers Lianne Merchant and Valerie Orellana.

Incumbent Jerome Smith, who no longer has a primary residence in New Rochelle, is ineligible to serve on the board but refused to withdraw from the race after Talk of the Sound disclosed Smith’s failure to meet the district residency requirement.

If ever the school budget were to be defeated this would be the year. There has been a noticeable absence of lawn signs supporting any of the school board candidates and just a sprinkling of “vote yes on the budget” signs. Many parochial and private school voters, upset over the proposed service cuts for 6th graders, have organized to oppose the budget including a “vote no on the budget” online petition.

SCHOOL BOARD SHOCKER: All Three Declared Candidates for May Election are “North Enders”

DSC_0555.jpgCurrent school board member Jerome Smith will be competing against at least two first time candidates for the New Rochelle Board of Education.

At the school board meeting at Albert Leonard Middle School on March 23rd, Valerie Orellana of 12 Belleview Place announced her intention to run for school board. At the most recent school board meeting at Trinity School, Lianne Merchant of 99 Cortlandt Street announced that she intended to run for school board. The three candidate are all from districts that send students to Albert Leonard Middle School, Smith is from Webster District and both Orellana and Merchant are from Ward District.

Currently, 7 of the 9 members of the school board are from one elementary school district – Ward. If both Orellana and Merchant were to win, that would make 8 of 9 board members from the Ward District with one from the Trinity District.

Currently, the elementary school districts of Jefferson, Columbus, Lincoln, Davis and Barnard have no representatives on the school board and if Smith loses Webster would lose its only representative. Most of these district have not had board representation in many years. In a very real sense, the school district is run by a super-version of the Ward PTA.

Lessons From the Lunchroom

We continue to receive numerous reports from individuals and parents on the negative substandard climate children are subjected to in the Trinity School cafeteria. Some of these reports include screaming, yelling and berating on the part of adults directed toward our children. If this is true, it’s probably not such a bad thing for the fourth and fifth graders to have only 15 minutes to stand in line, purchase and eat their meals.

The fact is that our children are being socialized to behave like animals. Some will argue that this is not true or simply an exaggeration. It is not difficult to conclude that there is a direct connection between how adults treat our children and how the children behave while they develop their self-image. If you treat them with dignity and respect, they will behave in a dignified and respectful manner. The opposite is also true.

Are Some Minority Students at New Rochelle High School Tracked?

Last week, I was speaking to a former student from New Rochelle High School. He happens to be a Latino student from the West End of New Rochelle. He is now 23 years old. I asked him about his experience at New Rochelle High School. He commented about the low expectations some of the staff at New Rochelle High School had for him. Also, when it came to applying for college, how he was steered towards a community college. He further commented how an overwhelming majority of Latino friends were also are steered towards 2 year community colleges instead of four year institutions.
